If you had created an account at, stored your personal and credit info on-line, and paid with a credit card, then you would have been in and out in practically no time at all, probably without even stopping at the counter. Maybe you are referring to the customary temp hold against damages, which almost all rental agencies charge? That can tie up some of the balance on your debit card until your return the vehicle and the hold is cleared (this is one reason why most seasoned travelers avoid using a debit card for a car rental).
I pay with a credit card exclusively and have never been charged an extra fee - hard to imagine why they would charge more to use a debit card. I have done this many times at many different airports without incident. I am a Gold member and have all my rental info in my profile, so at a Gold Canopy location (like ATL) all I would have to do is walk straight to the car and drive off the lot. I use Hertz often and have never had a problem with them. You'll have to provide more detail than that, otherwise it just comes across as a baseless whinge.
